Abstract

This case comment focuses on the recent British Columbia Supreme Court case of Victoria (City) v. Adams.  The comment looks at three key aspects of the decision--focusing on the centrality of the issues of negative and positive obligations, the sociology of homelessness, and the politics of Charter rights protection.
